Can I use potting soil that has been left in the bag, but outside and frozen?

Most likley you can Greg, as long as it has not been invaded by pests. Bring it in, thaw it out, and watch it. After a few days stir it up a bit and see if anything flys out. If so, obviously don't use it. Good luck!
